Gen. Raccoon: I draw the rough outline in photoshop (with a tablet) and then retrace colours with pen tool. Repeat till all shapes are filled in to resemble the figures (this part is kinda tedious but I don't know a better way to do it.. yet) Then I overlay paper textures over it!

I thought you used illustrator or sumthin and just touch up in photoshop.
